Only when Bristol tap water smells so strongly of Chlorine you can mistake it for bleach. When it's less fragrant I bring it to the boil the night before add a campden tablet 'just in case'. Then it's a simple Epsom salts addition, which I feel helps avoid and tendancy to a 'soapy' flavour when using shitloads of hops. I taste soapiness in quite a few commercial beers.
