My beers to date have been very cloudy and i've been given some Irish Moss to try out. I use the brew in a bag technique in a 10L stockpot (topping up to required amount with cold in the FV).
The standard amount seems to be a teaspoon in 5 gallons, so i was thinking in a 10 L pot that a 1/2 teaspoon should be fine? And this goes in 15 mins before flameout even in you intend to steep for 30 mins at the end of the boil? Should i strain / filter the liquid as it goes from the pot to the FV to remove the used moss?

It helps the proteins coagulate, there is no moss left to remove, it will fall apart. Usually the gunk gets caught up in the hops and is stopped by the hop filter.
If you're not using a hop filter then it will end up in the FV, it will compact down and won't cause you a problem.
